This isn't about spawning into a full location, this is an endless loop issue.
The puppets always head for the spawn location, not the dreamers. If they get there, you lose a card and they respawn wherever the dreamer is. If the dreamer is on a spawn location, in theory you'd be stuck in a loop and seal your entire deck.
