I was wondering wheter you are supposed to discover something while playing a campaign that tells you to start the riddler expansion, or whether the idea is to just start the expansion whenever you want (or perhaps after completing the first mystery path)?

To add this expansion to the game you must resolve II-43 card A (This is the first card in Riddler deck). Then, you must have completed Mystery path step 9, because Riddler introduce the next steps of this path.
