What do you do when you have to seal cards when your influence deck is empty? Does this fall under lack of components, and as such, you skip it? Are you forced to shuffle your discard pile, but since it is out of the draw step, you don't have to suffer a distress or seal cards? Or is there another way this should be resolved?
And if it is my first suggestion and there is a choice (like when taking a shortcut on the dreamworld map), can you choose for sealing a card, even if you have none available?
Has there been an official ruling to sealing cards with an empty deck?
Do you not seal a card, and therefore can't pay for actions with a seal cost?
Or does it force a reshuffle, and you then continue the sealing action?
And if it is a forced reshuffle, is it with or without penalty?
Here’s my interpretation.
if you have nothing to seal, then you cannot seal. If something requires a resource to enact, and you have not got that resource, you cannot enact.
not enough cards to seal means the action doesn’t happen. Same as when an action requires gems you don’t have, or influence of a colour you don’t have. You simply can’t do it.
I'm also waiting for an official confirmation, but personally I hope that the penalty DOES apply to this situation... otherwise there will be moments in the game where you would actually benefit from effects that cause "sealing", and that seems like a design flaw.
@Awaken Realms, going back to the original question, can you confirm what should be done in these situations (assuming there are never less than 6 cards in the dreamer's deck+discard):
A) Dreamer has 1 card in deck, and game forces dreamer to seal 2 cards.
B) Dreamer has 1 card in deck, and the payment for an action that dreamer wants to take is to seal 2 cards.
This is being discussed on the facebook group right now, but there is no consensus even after what you have here in this thread. In addition to the errata addition, I think an faq entry about whether this situation requires drawing of cards is needed.

In fact, the intention in the reshuffle penalty rule was different.
The point is that we unfortunately used "Draw step" term as the name of the rules for drawing Influence cards (i.e. where are they drawn from, what happens when the Influence deck runs out of cards during Draw, etc.).
However, in the rule regarding the penalty for reshuffle Influence deck, it was not supposed to be about a specific moment of the Dreamers phase, but about each drawing of a card / cards from the Influence deck.
We have marked the changed fragments (from "Draw Step" to new excerpts) in green. It should be like this:
RESHUFFLE
Every time you reshuffle your Influence deck while drawing cards,, you suffer 1 Distress or Seal 3 cards (after reshuffling).
To push away the menace of death, you will have to choose between suffering dangerous Distress or sacrificing cards from your deck by Sealing them. One way or another, you will have to find ways of curinging your Distress or Unsealing your cards in order to get back into shape.
You will have to rest from time to time to regain your strength. The easiest way to do this is the special Delta Phase tile, hidden in the Slumber deck.
Sometimes, the game allows you to reshuffle your Influence deck, even though you still have some cards in it – take all cards from your deck and Discard, reshuffle them, and make a new Influence deck , from them. Remember that when you reshuffle while not drawing cards, you don’t suffer the reshuffle penalty.
So, it should be:
- Every time you reshuffle your Influence deck due to any draw - you must consider a penalty.
- If you perform a reshuffle not related to the draw card - you will not consider the penalty.

I mean, Gamblers card Stroke of Luck, mask Fear and Haste or influece card Find the Pattern allows dreamer draw a card(s). If this draw forced an reshuflement is avoids penalty?
I feel that is not inteded function of these cards, so I want to be sure.
