With the shotgun and steambomb cards for the specialist, it mentions that they may spend a charge to gain various effects but it seems extremely difficult to gain charges, given that there's only one initial card that mentions it and a charge is only gained upon reshuffling and paying a penalty. Do these cards come in with no charges on them and can only be built up by the builder card? Is there a charge limit?

Important - Specialist does not need Charges to use Mechanical Shotgun or Steambomb:
- in the case of Shotgun, he can Flip the Shotgun card instead (which in combination with the very easy Unflip, thanks to the action on the back of the Specialist cards, gives a quite efficient engine based on shooting with the Shotgun and Unfliping after the shot); Charge is just something EXTRA here, i.e. the possibility of several shots in a row without the need to Unflip;
- in the case of Steambomb - everything works without Charge; Charge is just something EXTRA here, i.e. increase the power of the bomb explosion.
The card that gives you Charges ("Builder") additionally raises your Progress Zone card limit by 2, so it's a good idea to put it in anyway.
In addition, in order to be able to put up your Progress cards even more efficiently and faster (e.g. to be able to throw a bomb more often), the Specialist has a very helpful card - the "Assistant". It allows you to easily place Progress cards without paying the required number of Intents - for 1 Shining Gem or for a Flip "Assistant" card (and again - a Specialist can easily Unflip it).
