I have two questions:
1) Can you use this progress card only once a turn or once a round or multile times in a turn / round
- eg if I have 2 yellow intent van I move up to 2x2 = 4 movement spaces?
2) Does spending yellow intent and the movement generated from this card stack?
- eg suppose I have 1 card with 2 yellow intent in hand, I spent 1 yellow intent from this card to generate 2 movement from the Peculair state of accelaration and use the other intent that I have left to genererate one extra movement point for a total of 3 movement point?

This card does NOT work this way: Cost 0. Spend X yellow Intent to Move 2 spaces for each 1 yellow Intent spent.
If I spent a card with 3 yellow intent, It is better to generate 3 movement points from the yellow intent itself, then to generate 2 from activating te Peculiar state card (since the other 2 yellow intents from the same card are lost).

I use Free spirit too. Token are exccelent to power the PSoA card. However, I always try to save some for emergency situation (movement is often not emergency related, but more turn related, and can thus be planned).
Peculiar State of Acceleration works really well with the free spirit Pathfinder. Basically with 1 free spirit token (or one intent card with 1 yellow intent) you can move 2 movement from which 1 can be diagonally. Basically 3 movement with 1 yellow intent.
Yes, this card benefits most from cards with 1 yellow intent (or 1 spirit token, if you're a free spirit). You don't really gain extra movement by paying for it with a 2 intent cards (the excess is lost), and you lose movement if you spend anything higher than 2 intent.
I really like using this card, and it creates a few interesting deckbuilding decisions.

Bascially I need to save yellow influence cards with 1 yellow intent, and NOT use the ones with 2 or more yellow intent. Since it is an action, and I pay for it, the excess intent is lost, right?; I canot use the excess intent that is not used for the Peculiar stae to move extra?
Suppose I have only 1 influence card with 2 yellow intent in my hand:
- Use 1 yellow intent from this card to activiate the Peculiar State —> Generate 2 move
- Use the excess 2nd yellow intent (from same card) to generate an extra move point? ( I guess this is not possible, right since this counts as a 2nd basic action that needs to be paid seperately)

1) Yes. Yes, you can use it as many times as you want in a Turn (and in a Round), as long as you pay separately for each use of this action.
2] Each such move thanks to Peculiar State is 1 separate action, i.e. if, for example, you spend 3 Intents from 1 discarded card, then you still use Peculiar State only once, not three times. So you will move 2 spaces once.
If you have another yellow Intent card, you can discard it to move 2 spaces again.
