I'm a bit confused about which actions can be taken when. Some are clearly stated (masks can be used anytime) but others I'm not so sure about (dreamer special actions and gaining/using gems, for instance).
So, as I understand:
Masks can be used anytime
Cards can be discarded anytime to pay the cost of a valid action
Normal cards can only be played during your Dreamer's round on the Dreamers Phase during a Dream/Slumber. They can also be played on the Dreamworld map if you find a use for them
Cards with the flash icon can also be played during other players rounds or during the Dreamscape Phase.
Progress cards can be placed anytime. But can their actions be used anytime? Or only when a normal card could be played?
I would imagine you can only use the move action during your Dreamer's round From here on I'm not that sure how it goes:
Can actions on item cards be used anytime by any Dreamer? Can they be used during the Dreamscape Phase or can I pay and use them during other Dreamer's round?
Can character specific actions be played anytime or only when a normal card could be played? For instance, the Tough Guy's action allows you to discard the card to prevent 1 distress on the Dreamscape Phase, but the action doesn't have a flash icon. Do you have to use it on the Dreamers Phase (and maybe waste it if nothing happens on the Dreamscape Phase)?
Can you discard 3 cards to gain a gem at anytime? For instance, to fulfill an Entity effect that requires you to have a gem.
Can you discard a gem to reroll any die at anytime, even if it is not your round/roll?
Can actions be played in between other actions? Let's say I want to move, and I decide to roll the die to boost my intent. I'm not happy with the result, but I'm the Gambler, so I use my skill to reroll. Is this an action (the Gambler's skill) being used in between another action (movement)?
Sorry if I've overlooked something or it seems I'm nitpicking. I really like the rulebook and I think it is pretty clear, but I want to be sure I get everything right before entering the Etherfields :D
