"Stroke of Luck" Progress Card ability to skip Flaw card?

Can the "Stroke of Luck" Progress Card ability be used to purposefully skip an upcoming Flaw card (and receive no Intent bonus for doing so)?

Given that elsewhere, the community consensus appears to be that the "Stroke of Luck" Progress Card Ability be can used in a beneficial way to reshuffle the Deck with the penalty of taking Distress, our logic is that it can be similarly used to skip over a Flaw card.

What is the official ruling on this?
