The text of the card says: "If you spend any Intent during the current action, draw 1 card and discard it. If the Intent color of the drawn card matches, add its Intent value to the current action.
I don't see the word "may" before "draw 1 card". Does this mean you MUST draw a card every time you spend Intent?
That would mean even when you spend Yellow to move, you would have to discard +1 card (even if you only want to move 1 space for example.)
My question is: Is this card effect optional, or is it obligatory?
If it is obligatory then this card is more like a Flaw than a useful skill.

But as for the mentioned lightning bolt icon - it means a bit different: this one Dreamer can use this Action even outside of your Round (so you can use it whenever you want, even in Dreamscape Phase).

The way i see it : Its a progress card with an activation => Cost of 0 though .
U can activate it once per action (it says on the card left of the 0) . So u can choose when and if u wanna use it hence once per action so not obligatory.
Not sure about this one but the lightning bolt suggest that any dreamer in the party can use it for every action ?
Although it costs u cards to the discard pile this seems good .
