The action is to "gain 6 wrath intent if you perform an Assault action against an Entity standing in a shining gem space". My question is who needs to be standing on the shining gem space? The entity, the Dreamer or either?

The Entity has to stand in space with the Entrance (the blue portal) icon. Keep in mind that it's not a Shining Gem space but the starting "spawn" for Dreamers.
Just the entity needs to be in a starting location. (A shining gem space is just an outline of a gem.)
