"Floating debris" card clarification

Hi,

The rules on Floating debris card seem a bit confusing to me, though I understand that the purpose to "be on floating debris" is to cross Water spaces on empty board spaces without immediate resolving Cold Bath.

1. Does it mean that after I place Story token on my Dreamer board my Dreamer can move ONLY by spending red intent? Even through Water spaces with crates?

2. May I voluntarily discard Story token?

3. What kind of intent do I spend for movement to/through non-Water spaces?
