The dream gate indicates that tile Y can be rotated any way you want, but I was only able to find one legal configuration for the initial layout. Am I missing something?

There are many configurations you can start out with:
Y tile with "Forgotten Tracks" on it at A2 rotated clockwise once, with the Y tile with "Dilapidated Basement" on it at A3 normal
Forgotten Tracks: A2 rotated clockwise once, with Dilapidated Basement: A3 rotated 180 degrees
Forgotten Tracks: B1 rotated clockwise once, Dilapidated Basement: A2 rotated counter-clockwise once
Forgotten Tracks: B1 rotated clockwise once, Dilapidated Basement: B3 normal
Forgotten Tracks: B1 rotated clockwise once, Dilapidated Basement: C2 rotated counter-clockwise once
Forgotten Tracks: C2 normal, Dilapidated Basement: B3 normal
Forgotten Tracks: C2 normal, Dilapidated Basement: A2 rotated counter-clockwise once
Forgotten Tracks: C2 rotated 180 degrees, Dilapidated Basement: B3 normal
